CALL TO ORDER

 

Kyle Parkhurst, President (2023), called the meeting to order at 4:00pm.  Members in attendance were Troy Lesan (2024), Harlan Horst (2023), and Jeffrey Speaker (2022).  Heather Lund (2024) joined the meeting at 4:20pm.  Also in attendance were Roger Barker, Water Superintendent, Gary King, Operator, Diane Hulett, Clerk, and visitor, Terry Nibarger.

 

APPROVAL OF MINUTES

 

Harlan Horst moved to approve the minutes of the October 19, 2021 Board of Directors Meeting. Troy Lesan seconded.  All members were in favor; motion carried.  Troy Lesan then moved to approve the minutes of the October 21, 2021 Special Meeting.  Heather Lund seconded.  All members were in favor; motion carried.

 

PUBLIC COMMENT

 

Terry Nibarger, lot 657, discussed concerns about his drinking water with the board. 

                                                                                                                                         

 OLD BUSINESS

 

Roger reported that Bartlett & West hopes to have the final plans submitted to the Department of Natural Resources by Thanksgiving.  It was noted that DNR approval must be given prior to any ground work being started.

 

The district’s ARPA Grant application was approved and a check for $250,000 was received from Daviess County, with a check in the same amount to be paid in 2022.  These funds will be used to cover unexpected price increases to the plant upgrade project as a result of Covid-19.  Harlan Horst moved to place $250,000 in a new Money Market account at BTC Bank.  Jeffrey Speaker seconded.  All voted in favor; motion carried.

                                                                                                                                   

NEW BUSINESS

 

Financial Report:

The financial reports and bills were reviewed and discussed.  Troy Lesan moved to approve the October financial reports as submitted and approve the bills and transfers.  Jeffrey Speaker seconded.  All members voted to approve; motion carried. 

 

DISCUSSION

 

Superintendent Report:

Roger reported the road tube installation at Catfish Ct and Campground #1 was recently completed without incident to the district’s main water line.  He also stated that, during construction of the silt ponds at the south end of the lake by Viking Valley Association, two valves were buried.  Roger will attend an upcoming VVA Dredge Committee meeting to discuss a solution.  Roger also noted that purchase of the new pickup will not be completed until January 2022, and the DNR survey about additional ARPA funding needs was submitted online.

 

Kyle Parkhurst, President, announced the next meeting would be December 21, 2021 with the time and place to be determined later.  Troy Lesan moved to adjourn at 6:00 p.m.
