CALL TO ORDER
Kyle Parkhurst, President (2023), called the meeting to order at 4:00pm which was held at the Viking Valley Association Clubhouse, lower level. Members in attendance were Jeffrey Speaker (2025), Troy Lesan (2024), Harlan Horst (2023), and Heather Lund (2024).. Also in attendance were Roger Barker, Water Superintendent, Gary King, Operator, Diane Hulett, Clerk, and visitor, Geoff Tavelli, with Bartlett & West.
APPROVAL OF MINUTES
Harlan Horst moved to approve the minutes of the May 17, 2022 Board Meeting. Troy Lesan seconded. All members were in favor; motion carried.
PUBLIC COMMENT
There was no public comment.
OLD BUSINESS
Geoff Tavelli with Bartlett & West gave a progress report on the new plant. He reported the entire concrete pad is complete and the raw water pump station pad has also been poured. All concrete samples have been tested with no issue and the conduit for electrical lines is now in place. The building erection is due to start on 7/5/22 with an estimated 4-5 weeks to complete. This puts the estimated completion date around 11/2/22 which is two weeks past the original target date.
NEW BUSINESS
Financial Report:
The financial reports and bills were reviewed and discussed. Jeffrey Speaker moved to approve the May financial reports as submitted and approve the bills and transfers. Troy Lesan seconded. All members voted to approve; motion carried.
Discussion was held on the procedure to apply for the Missouri ARPA Grant. A motion was made by Harlan Horst and seconded by Heather Lund to adopt Resolution 2022-01 giving the District Clerk authority on behalf of the district to apply for the grant online. All members were in favor; motion was approved.
Budget amendments were presented for review. After discussion, Harlan Horst moved to accept the changes as presented. Jeffrey Speaker seconded. All members voted to approve; motion carried.
DISCUSSION
Superintendent Report:
Roger reported a local excavator recently damaged a service line after failing to submit a locate with Missouri One Call. This resulted in a water outage to a small section of the lake. The business owner will be billed for parts and labor.
Kyle Parkhurst, President, announced the next meeting would be July 18, 2022 at the water plant. The meeting was adjourned at 6:00 p.m.
