PWSD #3 Open Meeting: March 18, 2025

Kyle Parkhurst, President (2026), called the meeting to order at 4:00pm which was held at the water plant.  Members in attendance were Harlan Horst (2026), Gary Buck (2027) and Mike Lammers (2025).  Mark Closterman (2027) was unable to attend.  Also in attendance were Zack Morrison, Water Superintendent, Diane Hulett, Clerk, and Kenney Hales, CPA.

Harlan Horst made a motion to approve the minutes of the February 18, 2025, Board Meeting.  Gary Buck seconded.  All members were in favor; motion carried.

There was no public comment.

Zack informed the board that construction plans for the addition of the GAC units have been sent to DNR.  We should have a response within three weeks.

The financial reports and bills were reviewed and discussed. Harlan Horst moved to approve the February financial reports as submitted and approve the bills and transfers.  Mike Lammers seconded.  All members voted to approve; motion carried.

Kenney Hales, CPA, was in attendance to go over the 2024 Audit and answer any questions.  Discussion was held on the need to build up reserves to cover major repairs to the distribution system which is over 50 years old.  Kenney informed the board that the financial position of the district looked good.

Zack reported that the quarterly THM sample results came back good with lower numbers than last year.  He also noted the new truck was ordered and that four meter installations, one leak repair, one meter reset, and 28 locates were completed within the last month.  Zack also reported that another six valves have been located which were buried.  Valve box risers will be placed over these appurtenances in the road to prevent being covered in the future. Zack also gave a brief report to the board on the MRWA Spring Conference which he attended from 3/3/25-3/6/25.

Kyle Parkhurst, President, announced the next meeting would be April 22, 2025, at the water plant.  The meeting was adjourned at 5:45pm.
