CALL TO ORDER
Harlan Horst, Vice-President (2026), called the meeting to order at 4:00pm which was held at the water plant.  Members in attendance were Mark Closterman (2027), Gary Buck (2027) and Mike Lammers (2028). Kyle Parkhurst (2026) was unable to attend.  Also in attendance were Zack Morrison, Water Superintendent, and Diane Hulett, Clerk.
APPROVAL OF MINUTES
Mike Lammers made a motion to approve the minutes of the September 16, 2025, Board Meeting.  Gary Buck seconded.  All members were in favor; motion carried.
PUBLIC COMMENT
There was no public comment.
 OLD BUSINESS
Zack gave the following update on the GAC unit addition: the pump skid has been ordered by Decker Construction, and both Kirt Hangley and DF Services have been contacted regarding electrical and scada services, respectively.
NEW BUSINESS
Financial Report:
The financial reports and bills were reviewed and discussed. Mark Closterman moved to approve the September financial reports as submitted and approve the bills and transfers.  Gary Buck seconded.  All members voted to approve; motion carried.
Discussion was held on whether to renew or cash in CD#23373 which matured 10/20/25.  Since the funds may be needed for costs related to the ongoing GAC unit addition, a motion was made by Gary Buck and seconded by Mark Closterman to cash in the certificate of deposit and move the funds into the 2021 Debt Service account to take advantage of the higher interest rate.  All members voted in favor; motion approved.
DISCUSSION
Superintendent Report:
Zack informed the board that he has scheduled Decker Construction to replace two valves at the west water tower which should occur in 1-2 weeks.  He also reported that on 10/7/25, water lines had to be shut down on each side of the lake for repairs causing reduced water pressure for a short time.  As a result, a lake wide precautionary boil advisory was issued. Zack also reported that he and Diane recently attended the MRWA Fall Conference in St. Charles, MO, plus three meter installations, four leak repairs, and 40 locates have been completed in the last month.
Harlan Horst, Vice-President, announced the next meeting would be November 18, 2025, at the water plant.  The meeting was adjourned at 5:15pm.
